In reply to your cypher telegram of the 5th of
October Stabb reports that he could not agree to the export of any silver dollars as he is convinced that no justification
would exist for the undoubted risk which would be involved in
such action not to the Bank only but also to the general trade of this Colony. He reports that the situation in
Shanghai is considerably easier for the time being. Some time ago it was found necessary to (?) prohibit the export of dollars under heavy penalty in order to conserve the silver reserve in Hong Kong and any departure from this policy would be disastrous. Silver has been shipped by Japanese Banks from Shanghai to Japan, and the remedy would apparently belie
in the temporary prohibition of the export of silver from
China.
